Is anyone having problems with their architectural submission to the cãmara for approval since the new laws have come into place ?

Yes i'm referring to the above link. The cãmara i'm referring to is Abrantes. There seems to be teething problems in processing the new architectural plans for approval and i was wondering if anyone else was having the same problem ?
